Attention: Pennsylvania Civil Service Commission has made important new improvements to the civil service application and hiring process

The State Civil Service Commission has made important new improvements to the civil service application and hiring process. Effective Monday, April 23, 2018, civil service examination postings will move to the commonwealth’s state employment website at On this site, job seekers can view all current civil service and non-civil service employment opportunities and can apply for all positions on a single website. Job seekers can also sign up for “Job Alerts” to be notified by e-mail each time a new opportunity is posted for specific types of jobs that are selected by the job seeker.

Some civil service positions will require applicants to take a written examination at a test center. However, job seekers will also be able to apply to more civil service positions by completing an application and will receive an examination score based on their responses to job-related questions completed online. 

You are encouraged to review FAQS about this transition located on the State Civil Service Commission website ( to learn much more about these improvements. Information about how this transition affects job seekers who are already on civil service lists from previously completed testing is also addressed. These FAQS will continue to be updated periodically to allow for continual communication with job seekers.

Philhaven has half-time Certified Peer Specialist positions in Lancaster (1) and Dauphin (2) Counties. The Certified Peer Specialist (CPS) will contribute in a peer support capacity to facilitate recovery and enhance wellness. The CPS will serve as a role model for recovery for both staff and peers, and will partner with peers in developing recovery tools and building support networks.

2. High School Diploma or G.E.D.
3. Certification as a Peer Support Specialist.
4. A minimum of 12 months of paid or volunteer experience within a 3 year period.
5. A minimum of one year’s experience in navigating the mental health system. (i.e. crisis services, vocational rehabilitation, recreational activities, and human services, etc.)
6. A history of coping with own mental health issues and maintenance of own recovery.
7. A valid Pennsylvania driver’s license and qualifies for Philhaven driving privileges. Access to a private vehicle.
8. Ability to demonstrate adequate written and verbal communication.
9. Knowledge of and ability in the care and support of individuals in a specific age group (adults and older adults) as assigned is required, including consideration of the special needs and behaviors of that age group. If more than one age group is served, knowledge and ability specific to each age group is required.
10. Basic computer skills including email, Word, and internet.
