Every month we are going to feature an agency that is actively embracing "recovery values," in their workplace practices. The Philadelphia Mental Health Care Corporation (PMHCC), a not-for-profit organization, was established in 1987 by the City of Philadelphia in order to implement a major grant from the Robert Wood Johnson Foundation's Program for Chronic Mental Illness. One of nine national grants, the funding was to assist the Philadelphia Office of Mental Health realize its vision for a unified mental health system which provided affordable housing, effective case management, and a broad range of psychosocial and vocational programs for people with mental illness.

Over the years PMHCC's activities and responsibilities have changed and evolved so that PMHCC serves as a major human services systems management company in support of several City of Philadelphia departments.

Today, PMHCC makes a major contribution to Philadelphia's citizens by serving as an umbrella organization for special programs and initiatives, and providing critical administrative services to mental health, substance abuse, mental retardation, human services, special health and related city offices and health programs.

Philadelphia Mental Health Care Corporation

In 1988, as part of the Robert Wood Johnson grant, PMHCC established the 1260 Housing Development Corporation (1260 HDC) for the purpose of creating independent, affordable housing for people with behavioral health issues and their families. 1260 HDC was instrumental in helping to close down Philadelphia State Hospital. This corporation develops, owns, and manages a wide range of residential options, including apartments and homes, located throughout the City. Currently over 900 people are 1260 HDC tenants, and additional housing options are currently under development.

Most recently, by Executive Order of the Mayor of Philadelphia, the Department of Behavioral Health and Mental Retardation Services was established as a separate arm of city government encompassing the Office of Mental Health and Mental Retardation Services, Coordinating Office of Drug and Alcohol Abuse Programs and Community Behavioral Health. PMHCC is proud to have played a pioneering and sustaining role in this development.

PMHCC Mission Statement

The mission of PMHCC is to improve service opportunities for citizens who are limited primarily by serious and/or prolonged mental illness, drug and alcohol abuse and/or other challenges to self-sufficiency.

MHASPThe Mental Health Association of Southeastern Pennsylvania (MHASP) is a nonprofit citizen's organization that develops, supports and promotes innovative education and advocacy programs. MHASP serves adults, children and family members through our programs and advocacy efforts. It is the mission of the Mental Health Association of Southeastern Pennsylvania to develop, maintain, and promote innovative education and advocacy programs and mental health services in the five counties we represent in a culturally competent manner, serving as a role model and technical assistance resource for state and national organizations and constituencies.

NPHS North Philadelphia Health System (NPHS) is comprised of two hospitals located in the heart of North Philadelphia. Girard Medical Center (GMC) is located on 8th Street and Girard Avenue and St. Joseph's Hospital (SJH) is located on 16th Street and Girard Avenue. These hospitals provide services to one of the most under-served communities in Philadelphia. NPHS is not only a healthcare provider, but is a major employer and economic anchor in North Philadelphia. NPHS provides cost effective, quality patient care services to the North Philadelphia community at St. Joseph's Hospital and specialty care at Girard Medical Center that reaches a broad regional community for the unique nature of the services offered.

Horizon House Since 1952, Horizon House has been a resource in the community to adults with psychiatric or developmental disabilities, drug and alcohol addictions, and/or homelessness by providing a continuum of services and supports and community resource coordination. This website is dedicated to those who have adhered to the sometimes difficult and frustrating journey to overcome their challenges, build their strengths, and achieve their own lifelong goals.

Community Behavioral Health Through a unique partnership between the city and the Commonwealth of Pennsylvania, Philadelphia has created a comprehensive Department of Behavioral Health and Mental Retardation Services, serving the city's 1.4 million residents. As a key component of this system, Philadelphia launched its own managed care organization, Community Behavioral Health, to provide behavioral health coverage for persons on Medicaid. It has been in operation in Philadelphia since February, 1997.

DBHMRSThe City of Philadelphia integrated its behavioral health care and mental retardation services into a comprehensive system. DBH/MRS components provide services through a network of community providers while collaborating with the Philadelphia School District, child welfare and judicial systems, and other stakeholders.
